Meeting Minutes 7-13-21

Leroy Township Hall, 1685 N. M-52, Webberville, MI.

Meeting called to order at 7:00 p.m. by Supervisor, Earl L. Griffes.

 

Board members present:  Earl L. Griffes, Wilma J. Whitehead, Heidi Ream, Loretta K. Benjamin, R. Scott Diederich.

Also present:  Dennis Dyko, Richard Estill, James Utz, Lindsay Utz, Shelly Hall.

 

The minutes of the regular June 1, 2021 meeting were presented.  After review, Benjamin moved to accept the minutes as presented.  Support, Ream.  The motion passed.

 

The Fulger property was discussed and their electrical permit has been pulled, no well work has been done and the current little home that they have been occupying, is listed for sale. Griffes read an anonymous letter stating their concerns about the condition, of the property. An option to contact the Ingham County Health Department for water and sewer violations was presented by an audience member.  Griffes will contact the Township Attorney to have a second letter sent to Mr. & Mrs. Fulger giving them until October 1, 2021, as the final date of occupancy.

 

Shelly Hall and R. Scott Diederich asked the Board’s approval for them to pursue the right to apply for three Liquor Licenses, at 3537 E. Grand River, Williamston.  The three licenses discussed were Class C, SDM and SDD Licenses.  After review, Whitehead moved to adopt Resolution #2021-03, stating that the request for the licenses be considered for approval and recommended for issuance, by the State of Michigan.  Support, Benjamin.  Ream-Yes,Benjamin-Yes, Griffes-Yes, Whitehead-Yes.  Diederich abstained.  The motion passed 4-0.

 

The Leroy Township Planning Commission made a recommendation to the Board, to accept the Zoning Ordinance Amendment, Section 606A, Off-Street Parking Space Design Standards. Dennis Dyko, Planning Commission Chairman, explained that generally not all properties will require a hard service lot if there is no public access and an exception where handicapped parking is needed.  Benjamin moved to accept Resolution #2021-04, to adopt Ordinance #33, Section 606A. which will take effect 7days after its adoption and after its publication.  Support, Ream.  Ream-Yes, Griffes-Yes, Benjamin-Yes, Diederich-Yes, Whitehead-Yes.  The motion passed 5-0.

 

The 2021 Local Road Agreement with the Ingham County Road Department was reviewed.  Motion by Diederich to accept the Agreement.  Support, Benjamin.  The motion passed.

 

Ingham County Parks & Recreation Department has applications available to apply for grant money.

 

A PA-116 Application was received from John and Tracey Knoch, to place 136 acres into the program.  After discussion, Benjamin moved to approve the application.  Support, Diederich. The motion passed 5-0.

 

The Webberville Branch Library submitted a request to purchase a baby changing table for the Library restroom and they are having problems with earwigs, in and around the Library. The Board moved to allow the table purchase and to contact Orkin, for pest treatment. 

The Michigan Township Association requested that the Board reaffirm the Principles of Governance, as an official policy, of the Township Board.  Motion by Whitehead to adopt the Principles of Governance that embody the core values of an efficient, effective, economical, ethical and accountable local government in Michigan.  Support, Benjamin.  Motion passed.

 

Scott Diederich reported that the N.I.E.S.A. Board, at the June 10, 2021, regular meeting that a base pay increase of $3.00 per hour creating a scaled pay structure with step increases based on experience, was discussed.  The department is receiving fewer job applications and a pay increase may help.  The 2020 Audited Financial Statements were accepted by the Board, with available funds decreasing yearly. 

 

Aaron and Lauren Knoch have requested the release of a portion (1.00 acre) of Parcel #33-08-08-36-300-001 from the Farmland Development Rights Agreement (PA-116).  After discussion, Benjamin moved to allow the removal of said parcel.  Support, Diederich. The motion passed 5-0.

 

The bills were presented and after review, Ream moved to pay all bills.  Support, Benjamin. Benjamin-Yes, Griffes-Yes, Ream-Yes, Diederich-Yes, Whitehead-Yes.  Motion passed.

 

Motion by Benjamin to adjourn at 8:34 p.m.  Support, Diederich.  The motion passed.
