Meeting Minutes 3-3-26

Leroy Township Board Meeting

Tuesday, March 3, 2026 – 7:00 p.m.

Township Hall – 1685 N. M-52, Webberville, MI.

The meeting was called to order at 7:00 p.m. by Supervisor Earl L. Griffes

Board members present: Earl L. Griffes, Gina L. Whitehead, Heidi Ream, R. Scott Diederich, Loretta K. Benjamin.

Also present: Dennis Dyko, Steve & Monica Moreno, James & Lindsey Utz

February 3, 2026, meeting minutes were presented to the Board. Benjamin noticed a spelling error. Whitehead commented that the minutes would be corrected. Motioned by Diederich and seconded by Griffes to approve the meeting minutes with updates. Aye-5 Nay-0. Motion passed.

No public comment.

Planning Commission February 18, 2026, meeting was presented by Benjamin. The 425 Agreement for the property north of Aldi’s, Land Division Act and Data Center moratorium for the Township, was discussed. The Township Planner is working on the wording for the contract. The Land Division Act and the Data Center moratorium were approved and are ready for the Board to make their decision. Comments from James Utz and Monica Moreno about the property being a revenue, and the Village’s sewer/water limit was discussed. 

Locke Township 2026 Road Plans (Allen Rd paving from Webberville Rd to Morrice Rd) was brought to the Board by Griffes. The Locke Township Supervisor reached out to Griffes to see if the Township could help in paying for Locke Townships share of Allen Rd. This item was tabled and will be discussed at Annual Meeting.

PA-116 (Bowen) was brought to the Board. Griffes and landowner Tom Bowen have been discussing Bowen’s PA-116 and reinstatement application was needed. Griffes and Whitehead gathered the necessary document and after Bowen has completed it, Whitehead will forward the application to the State. Benjamin motioned that Board approve the request for the PA-116 reinstatement and seconded by Diederich. Roll call vote: Griffes-Yes, Ream-Yes, Diederich-Yes, Benjamin-Yes, and Whitehead-Yes. Motion passed.

Annual (Organizational) Meeting date set for March 25, 2026, at 10:00 a.m. at the Township Hall.

NIESA meeting minutes presented by Diederich. He mentioned that now he is Chairman and that he would like additional pay from the Township. The Board will be taking care of  the paylist at the Organizational Meeting at the end of the month. The Village of Webberville DDA Agreement for 2026-2027 has been renewed. There is a 4-year NIESA board member position at large and will be discussed more at the April 9, 2026 meeting. Director Yanz gave his monthly report. Board members commented that it was a job well done to Diederich at his first meeting as Chairman.

Payment of bills was presented to the Board. Griffes mentioned the MSUFCU invoice’s amount being unusually high and soon realized that it was from the board room chair purchase. Whitehead commented that the credit union called to confirm that the purchase was legit after making the purchase. Motioned to pay the bills as presented by Benjamin and seconded by Ream. Roll call vote: Griffes-Yes, Ream-Yes, Diederich-Yes, Benjamin-Yes, and Whitehead-Yes. Motion passed.

Correspondence from Whitehead about the scheduled Health Care meeting on March 10, 2026, at 2:00 p.m.

Griffes declared the meeting adjourned at 7:44 pm.
