Leroy Township Board Meeting
Tuesday, January 13, 2026 – 7:00 p.m.
Township Hall – 1685 N. M-52, Webberville, MI.
The meeting was called to order at 7:00 p.m. by Supervisor Earl L. Griffes
Board members present: Earl L. Griffes, Gina L. Whitehead, R. Scott Diederich
Absent: Heidi Ream, Loretta K. Benjamin.
Also present: Breine Pugh (ITC), Ben Tirrell (ITC), Dave & Kristin Hamlin, Lenore Horrocks-Boehmer, Merle Boehmer, Monica & Steve Moreno, Ricka Boehmer, Lindsey & James Utz, and Chad Canfield, Scott Turner, Mark Hitchcock, Sam Hitchcock and Ingham County Commissioner Monica Shafer.
December 9, meeting minutes needed a few changes and then approved. Motion by Griffes and seconded by Whitehead. Aye 3-Nay 0. Motion passed.

ITC Presentation is a 50-mile electrical transmission line from substation to substation for a one project expansion to update the grid. The utility poles will be 120-180 ft tall with an 8 ft base and 800-1200 ft apart from each other. Landowners will be given an easement for the land use with all compensation and damages paid in full. There will be no billing to the residents for the project and power usage. There will be meetings scheduled for the summer of this year for residents to learn and discuss the project. A flyer has been added to the township website for further information and will be on the agenda for February 18, 2026, Planning Commission work session meeting.
MiCheM Michigan Chemical Exposure Monitoring will be put up in the Township parking lot around April 2026. The public can come to the mobile station to get tested for chemical exposure. Motioned by Diederich and seconded by Whitehead to allow MiCheM Michigan Chemical Exposure Monitoring mobile station at Leroy Township Offices. Aye 3-Nay 0. Motion passed.
NIESA meeting minutes from December 11, 2025, were presented to the board by Diederich. The public hearing was about the 2026 General, Building and Equipment budgets. The attorney signed the DDA for 2026-2027 NIESA agreement. Special meeting on December 22, 2025, was about the general fund and payroll. January 8, 2026, meeting was also presented. Captain Ron Cole shared NIESAs first call as tactical team, a safe and successful rescue of a farmer in White Oak Township that had been trapped in a soybean-filled grain bin. Outstanding teamwork from the department showed their professionalism from training and an unwavering work ethic every step of the operation. Deputy Chief Drent delivered the Directors report in Director Yanz’s absence and noted it was a busy year with 1,743 runs. Chairperson Hart informed the NIESA Board she will be stepping down on June 30, 2026, and Diederich might run for the position.
Payment of bills was presented to the Board. Motioned by Diederich and seconded by Griffes to pay the bills as presented. Griffes-Yes, Diederich-Yes, Whitehead-Yes.
